Project Noah and apps very relevant at this time

Ed Duenas, a fmr sentrep student suggested an apps that is tied or used in conjunction with NOAH, (National OPerational Assessment of Hazard (and) Risk. The apps could be accessible to smartphone users. Inputs like weather, flooding, surge, landslide would come from DOST; the apps would be platform, Sun and Globe would be telco.
I suggested/forwarded the suggestion to a an apps developer who has successfully partnered with foreign investors on apps. He however countered, that the NOAH apps would start from the basement - an entirely new project.
Since the apps could be location (GPS based) any area in the PHL without need of sensors could be made accessible to Smartphone users. It could be Android based (or Symbian?)
He texted me today that it should have been done yesterday. But today, the stranding and flooding has wrecked havoc all ready. Let us do it now.

Good day Sir, Is my NU12 for Week 10 accepted? I've checked Apple Store, Android Market and Symbian, they have no applications regarding Project Noah of DOST.

NU12 Idea: New Iphone or Android Mobile Apps for DOST's Project Noah
The Department of Science and Technology (DOST) recently launched a program called "Project NOAH" which stands for Nationwide Operational Assessment of Hazards. This program aims to prepare the Philippines for any calamities such as floods, heavy rains, typhoons, tsunamis, earthquakes and volcanic eruptions. There will be a series of projects line up in connection with this. Examples for typhoons and floods are the installation of Doppler radar, automated rain gauges and water level measuring stations. The department will also be releasing pertinent information in their website regarding project NOAH.
In line with this, I proposed that a developer make a mobile application for IPhone and android mobile phones and also for Symbian phones (Nokia) concerning project NOAH. Specifically, the application should provide information about flood and water levels and rain intensity by city and even by street. The application would be the same as MMDA's mobile application which monitors traffic by area and features different colors for low, medium and heavy traffic. Getting informed and updated via mobile will really help disseminate critical information to everyone. This mobile app may help avoid casualties for typhoon related incidents.4

Disaster Information Superhighway in PHL?

In the light of the recent disaster in the Phil, a 6.9 earthquake, plus the floods in Cagayan de Oro, the need for disaster preparedness Superhighway is urgent. The resources are available, telco, radio station websites, satellite imaging, DOST/Pag asa monitoring. We just needs a leader.
This takes inspiration from DTAC. We know that information if a powerful tool. Subscription to service, (free or paid) will give info on where to get help food, nearest shelter, evacuation unit, dry land, relief centers etc. in addition to advance typhoon, tsunami, or earthquake warning(?)

New Method of Cancer Treatment Being Developed by Pnoys thru DOST

A new method of treating cancer is being developed by UP Instute of Biology. The team is led by Dr. Jay Lazaro and is supported by DOST c/o Secretary Montejo. The treatment uses immunoliposomes, or microcell system of delivery of drugs that is more cancer cell speciific.
The regular treatment using chemotheraphy is toxic tro nearby normal cells and painful to the cancer patient. The new method tends to lessen toxicity and pain for the patient. However, this will tend to be more expensive.
So Filipinos are holding out on their own in terms of innovation and advances in medical technology. Who says that Pnoys are behind innovation?

Juan (On, One) Time Campaign of DOST; Other Civil Servants are on Tem(Ten)

I am becoming a friend and follower of DOST. Maybe, because of their effort to promote entrepreneurship, and being associated first hand with their NCR Assistant Regional Director, RBF (who will soon be in NZ on a scholarship?)
They are tying up with restos (who deliver) to promote on time mentality: One (Juan), On Time Mentality. They also possess atomic clocks to let people know accurate time.
Congratulations to DOST to be a leader not only in technology, health, science, but also correct habits and paradigm.
Keep it up Mr. DOST Secretary. May your tribe increase. (Other civil servants are "on ten, on tem" ie they come on time at ten.... Hahaha////////1

DOST encourages inventions at Calabarzon
"Innovate or DIE"
Last October l3, 2011 there was announcement that DOST will conduct a RICE ( Regional Invention Copntest and Exhibit) a contest and exhibition of invention for Calabarzon at SM City in Masinag Antipolo City. The goal probably of DOST is to let a thousand inventions bloom. Perhaps our own RBF is privy, involved in this. Now really, the news about DOST being praised by Sen Lacson, being in the forefront of innovation in the Philippines, gains further confirmation.

RICE participants will be treated to a three-day showcase of invention entries, proceedings of the contest proper, video presentations, poster making contests, and a forum on program assistance for inventors.
The invention contest, bears the theme, “Imbensyon at Inobasyon: Kabalikat sa Pag-unlad,” will serve as the qualifying round for the July 2012 Invention Contest, national level.
Interested parties may submit a maximum of three entries per agency /institution to any of the following applicable categories: Invention Category (TUKLAS Award), Utility Model Category, Industrial Design Category, Creative Research Category (LIKHA Award), Student Creative Research Category (SIBOL Award) for high school, and Student Creative Research Category (SIBOL Award) for college.
The contest is open to all inventors, makers, designers, and creative researchers who are Filipino citizens residing in CALABARZON Region. A contestant is considered a resident of the region if he has been residing in the region/area for a minimum of one year and has an office address in the region.
Only the SIBOL Award is open to high school and college students. Entries should thus be endorsed by the school; the endorser can either be the principal, school head, or president of the college or university.
Contestants in all categories are required to present video or PowerPoint presentations about their entries on October 27. Regional qualifiers and their runners-up will be announced during the Closing and Awarding Ceremonies on October 28. They will receive a total of P110,000 in cash plus medals. DOST at the forefront of Innovation in the Philippines

Recent news at ABS CBN featured DOST saying that it a department at the forefront of innovation in the country. Its efforts though has been largely unnoticed.
Silently, it has been sparking many important development among inventors and entrepreneurs. We have a student now at the entrep elective whose job is to help inventors get on with new ventures and businesses. One of their initiatives now is fighting dengue. (Take note: it should be the Department of Health who should take the cudgels for this!) They had this idea of releasing genetically modified mosquitoes (whose offspring will lose wings and lose ability to fly - with Oxytec) and the anti OL kit. In some areas, they were able to bring down the cases of dengue from 300 to 0. And the OL kit only costs Pl0.00@ wow.
That is why Sen. Lacson wants more budget for DOST.

DOST at the Forefront of Fight Against Dengue - The Anti OL Kit
"Innovate or DIE"
I just watched a TV clip on one of the DOST's initiative to fight aedis aegypti, the carrier of dengue (H fever) virus. It is on top of the use of GMO mosquitoes who will deliver wingless offspring. This one is ingenious and cost effective (does it really work)
It is called an anti OL kit (vs eggs and larvae of mosquitoes) or OL trap. It consist of a black plastic cup (about 500 ml). (It is black because mosquitoes flock around black objects., 250 ml of water; OL concoction (from DOST probably an insecticidal ingredient) a lawanit paddle. (about 8 x 2 inches)
Steps:
l. Put 250ml water into the black container. That is about l/2 of the cup.
2. Place the concoction.
3. Submerge the lawanit paddle into the water. The lawanit paddle should protude outside the cup. The cup becomes moist with the water + insecticide. Put the cup outside the house where it is safe from rain and sunshine.,
4. The black cup and the moist paddle tainted with insecticide attracts mosquitoes to land on the paddle, and lay eggst too.
5. Regularly inspect the paddle and brush off dead mosquitoes and eggs.
6. After a week, throw away the contents on the ground. Repeat #l to 3.
This should be cheaper than a genetically modified mosquitoes which require thousands of dollar in purchase (And besides people are against GMO).
This is a case where really, if we do not innovate, we DIE (from Dengue) I invite our student who works at DOST to comment on these DOST initiative

DOST has plans, together with a science research UK company (Oxitec) to release genetically modified mosquitoes that are carriers of dengue, to control spread of dengue. The resultant offspring would not be able to fly and mate. The experiment will cost tens of thousands of dollars and the results will be known after six months. This is being evaluated by DOST. We do not know how effective will the move be? What do you think? What are other ways of controlling dengue? Is it worth the expense? Is it worth trying?
