- $14B tunnels, water plan would help restore Calif. ecosystem
Construction of the $14 billion twin tunnels for the Sacramento-San Joaquin Delta to bring water southward would help restore the ecosystem and create a net gain in the number of endangered fish, according to California water officials. The Bay Delta Conservation Plan that includes the tunnels is Gov. Jerry Brown's proposal to create a reliable source of water without harming the environment. Not all believe the number of fish would increase. KCBS-AM (San Francisco)/The Associated Press (3/27)

- Much modeling used to plan expansion of Boston's South Station
The project team for the $850 million expansion of Boston's South Station is using several modeling tools for its planning and design to reduce major construction conflicts. The team is using 3D Studio Max to help visualize the design; Legion to model how passengers exit the area; Bentley RailTrack to design infrastructure; and other modern software and simulation tools. "The team will develop several modeling scenarios to test the various construction phases and different infrastructure elements that are proposed," said Kristine Wickham, deputy project manager for Vanesse Hagen Brustlin, part of a project team that includes HNTB and Arcadis, among others. - Infographic: Growing skills gap affects employers worldwide
An increasing skills gap is affecting employers all over the world, according to a new CareerBuilder survey. The survey revealed that 65% of Chinese employers and 41% of U.S. employers have reported a loss of productivity due to a lack of skilled workers, and a significant number of global employers have also reported a loss in revenue and an inability to grow. House Republicans played a key role in last week's symbolic vote in the Senate endorsing the development of TransCanada's Keystone XL pipeline, said House Speaker John Boehner, R-Ohio. Republicans have "been effective in keeping the pressure on the Democratic majority in Washington to control spending and remove barriers to economic growth," according to a memo from Boehner. - EPA releasing air emission standards today
The Environmental Protection Agency is unveiling proposed air-pollution standards today that it says will "reduce the amount of sulfur in U.S. gasoline by two-thirds and impose fleet-wide pollution limits on new vehicles by 2017." The oil and gas industry opposes the move because it says billions of dollars would be needed to upgrade refineries. The rules are probably "the most significant air pollution policy President Obama will adopt in his second term," according to S. William Becker, executive director of the National Association of Clean Air Agencies. The Washington Post (3/28), The Hill/E2 Wire blog (3/28)

- 408.2R-12: Report on Bond of Steel Reinforcing Bars Under Cyclic Loads
This report summarizes research on bond strength and behavior of steel reinforcing bars under cyclic loads. The report provides a background to bond problems, discusses the main variables affecting bond performance, and describes bond behavior under cyclic loads. Two general types of cyclic loads are addressed: high-cycle (fatigue) and low-cycle (earthquake and similar). The anchorage behaviors of straight bars, hooked bars, and lap splices are included. Analytical bond models are described, design recommendations are provided for both high- and low-cycle fatigue, and suggestions for further research are given. Order your copy today.
