SOLAR-POWERED TRICYCLES
The price of gas or diesel in the Philippines is not cheap.  That's why I am so amazed how tricycle drivers make both ends meet.  Maybe their wives also try to help augment family income.  Some of them are so ingenious that they turn bicycles into motorized tricycles.  I do not know if that's safe though.
I hope that LGUs come up with something better for this marginalized sector of society by providing them a hybrid tricycle – one that runs on solar power and convertible to a vehicle that can also be pedaled when the sun is not out! 
The Philippines is a hot and humid country and it's mostly sunny every day so sun power will not really be a problem.  The hybrid tricycle should probably have solar energy storage options too.  But if it's typhoon season again, these tricycles should be able to run by foot pedals just like a bicycle.  To make these hybrid tricycles unique, eye-catching and tourist magnets, maybe they should have designs that are bursting with colors and graphics that reflect Filipino culture and tradition – smaller versions of the jeepney!
Benefits.  Since the hybrid tricycle is solar powered, it is environment-friendly.  It will not be contributing to air or noise pollution.  Operating expenses will be lower since the driver will not have to allocate money for fuel.  It will be something distinctive and maybe a source of tourist attraction for the community.  3
