In 2009, Metro Manila experienced a tremendous storm called "Ondoy". Most of Metro Manila area was flooded up to three floors high. Many people died from the wrath of "Ondoy" storm. Flood and rain are huge problem of MMDA but aside from it flying billboards and tarpaulins are also major problems that put people's life in danger. There are so many billboard and tarpaulin her in Metro Manila. Our problem is when there are storms, our government wants to dismantle all the billboard and tarpaulin temporally so that it would be safe. Currently, putting a billboard signs and change it can be done manually. These means we have three to four persons who set up or change all the billboard signs here in Metro Manila. The people will climb the empty billboard to set up. And when it rains or there are storms, the people will climb again to remove the billboard. The disadvantage of having people who will put up the billboard are (1) it is dangerous for the people who set up or remove the tarpaulin in the billboard, and (2) it consumes more time to set up or remove because it is done manually. I propose that all the billboard here in Metro Manila should be automatic. These means that the  tarpaulin in the billbroad should have a machine that pulls up and down, side to side. For example, the people will only set the tarpaulin in the billboard, and press the bottons that pulls up or down, and side to side. Even though there is a higher cost on putting up a machine in a billboard, the advantages on having a machine in a billboard are (1) no lives will be put to danger, (2) easier to set up and remove the tarpaulin, and (3) lesser time to set up and remove the tarpaulin. 4 < may be this will be expensive>
