Ice Cream Parlors in Moscow at -22 Celsius?

I watched TLC last night. Muscovites love not only Vodka, but also ice cream.
In the episode, the host bought and ate ice cream at temperature of -22 degrees Celsius.
I wonder why ice cream still sells at that subzero temperature.
Any guess?
