 NU # 9  MAINTAINING HARMONY IN SUBDIVISIONS
Parking is a prevailing problem in subdivisions especially when there are more vehicles than parking spaces.  If space for parking is lacking, maybe there should be a policy that should limit the number of vehicles per household.  If ever there will be visitors with their own vehicles, it is the responsibility of the homeowner to make sure their guests know about the parking guidelines being implemented. Maybe for every subdivision that will be built in the future, developers should allot a space for visitors or for other vehicles of the homeowners.  To defray expenses, the village can ask for fees for use of the parking slots.  This way, the income generated can be used to help the whole neighborhood as well.
The merriment in family gatherings and reunions is great.  It is nice to see bonding and camaraderie all around.  However, if that continues till the wee hours of early morning and one does not have the luxury of peace and quiet because of the neighbor's noise, that's bothersome.  Call it being a scrooge but there are people who live next door who want to sleep. Maybe next time developers should take into consideration sound-proofing each house and making sure that there's enough space in between units so everyone gets rest even if neighbors are partying.  Maybe someone can develop a push button sort of force field around the house so that sound will not travel next door!  For those who do not have such luxury at present, then curfews should be observed even on holidays.  For those who need more time partying, then there should likewise be a policy that they should rent the soundproofed clubhouse so as not to disturb other homeowners who want to call it a day. 
Prying neighbors who do not mind their own business and gossips like paparazzi are a pain in the neck.  It is unfortunate if you know one.  I am not sure if we really should be angry or take pity.  There must have been a reason why they became such obnoxious people.  If you're kind of naughty and want to annoy such kind of neighbor, maybe we can just use things that will scare her out of her wits once she peeps in the gate! What about a motion sensor that will be programmed to make horrible or loathsome sounds once the person steps in your territory?  Another suggestion is a myna bird which was taught to blurt out, "bawal ang pangit na ugali dito" every time the bird sees her. Or, maybe decorate the gate with dolls holding "please be quiet" signs.  Kidding aside, maybe local officials should make it mandatory in communities to have associations that should come up with projects that would help the entire neighborhood.  That will keep everyone preoccupied with ones' business.  They can have dancing or art classes, exercise programs, outreach programs, clean and green activities.  These will help occupy their time, curb their tongues, prevent gossip, promote harmony and camaraderie, and enhance personality. < whose is this?>
