Central Parking at the Neighbourhood

It has been a very tiring long day for me. I join a carpool just to reach a tricycle station that will give me a ride straight to my house. When my tricycle ride was about to reach the entry of our subdivision, we had a 5 minute delay just because of a parked car at the junction point. The tricycle driver remarked, "Miss mag-reklamo kayo sa barangay…Kasi bawal naman mag-park dapat…..Nakakaabala….Nagreklamo na nga kami kaya lang mas maganda kung pati kayo nang matigil na ang ganito.." (Miss, can you also file a complaint like what we did perhaps the barangay would finally put a stop to it). At the back of my mind, these people had no choice. They live in apartments with no dedicated space for parking.  At the same time, I (and other people as well), had no choice but to live with it because of "pakikisama". So if parking is a problem, why not develop a centralized parking area for the neighbourhood.
It would be a great business venture between the homeowners association and the local government. Instead of penalizing the people who don't comply with the law (which apparently they are not being reprimanded), it would be better to offer solution. Instead of penalizing, provide a parking space but with an affordable fee. There will be a fixed monthly fee for those who will definitely need a regular parking area and there will be per hour rate for those who will not be routinely availing of the service. Majority of the people residing in our neighbourhood are in apartments and employees of nearby BPO, grocery and mall. The management of the parking shall be a shared responsibility of the neighbourhood and the local government. The revenue would be a potential source for future developmental projects of the subdivision and the local government.
This way it would eliminate parking at restricted areas and at the same time people like me who is eager to get a good rest at our homes or even those rushing to go out and report for work will no longer get pissed off by the delays caused by this parked cars. 3
