            As discussed in one of the lectures, Go Negosyo, there is an increasing amount of entrepreneurs in the Philippines.  I agree with this information.  Unfortunately, this may not be in favor to our institution.  Why? Because they practice their entrepreneurship on paid time, at the expense of the clients (whether students or patients).
            A good example was a lady, who, for a couple of weeks almost everyday, I saw visiting different parts of the hospital, from the clerks quarters, resident's quarters, the lobby, or business office.  I knew she wasn't a patient, nor a patient's relative, because she was usually talking about goods.  I finally found out that she was working in the university library, but was selling jewelry on the side.  So, this meant , that , she spent most of her time selling jewelry, instead of working in the library.  But, of curse, she was paid in full every payday.  Talk about financial leakage.  This was cheating the university, the students she was supposedly serving, and her co-workers who would have to cover her workload.
            An expensive solution, to avoid these financial leakages, and ensure a full workforce actually doing work, would again be technology.  CCTV , computerization, and IDs.  There are already existing IDs which can monitor not only time in and out, but in and out of all whereabouts during the day.  At the same time, all computers are linked to a central to be able to monitor their activities for the day.  Initially, this would be tedious, because each employee's job would need to be encoded, and tasks daily, weekly, or monthly, should be encoded by the head.  Achievement of such tasks could be monitored.  The advantage of this is fair evaluation.  Because a daily work goal would be in place and its achievement would be registered in the computer.  Hence, monitoring of both attendance and job performance could be measured.  Of course, this is a long shot and probably just wishful thinking, and there would be more complications and loop holes, but would't it be great for employers to equate salary to actual work done.  4
