What pisses me off at AGSB?

PROBLEMS OBSERVED:

It is a frequent scenario at AGSB that elevators are always FULL. Students, professors, employees and visitors consume time waiting for it to be available and to get their ride. I find it so small and few ( only 2 ).
The smoking area outside the entrance at the back seem to be inappropriate and hazardous to the passive non smokers who always happen to pass by the place. There are no designated ash trays or containers to be used. Only two small trash receptacles are available and the smoke / pollutants still affect all who are entering the school. It's location is very unjust.
The staircase from the basement parking is human unfriendly. It's so dark, dirty, eerie and not well ventilated. For those who don't want to wait for the slow elevators, as mentioned, he or she have to do physical activity by climbing the stairs. Likewise, it is scary to climb the staircase because its not well lighted and if somebody will harass or take advantage of you nobody will notice it. The parking area has a characteristic dungeon smell and the surrounding is hot and not well ventilated. I didn't see any CCTV around either...
And I personally prefer walking than taking the elevator.
There seem to be regular on going improvements in the AGSB building but I notice that it is more of inside the classrooms like the blinds and in the areas most seen by the people like the paints and cleanliness in the middle areas. BUT inside the restrooms, along the staircases, I have observed that old wall paints are already dilapidated and needs improvements. The pipes and exhaust tubes seem to be so exposed. Is it because these areas are not usually visited and seen by people?... That's why improvements in these areas are delayed or least of a priority or totally disregarded?
CONCEPT AND IMPLEMENTATION:

To address the problem about the elevators, I thought of constructing escalators at AGSB, more specifically on the open area in the middle of the interior of the structure.
The smoking area may be relocated on the garden at the side of the AGSB building, just below where the logo and name of the school is . On that spot, a gazebo may be placed, with designated ash trays or receptacles on each corner, enough to accommodate a number of smokers.
A well lighted staircase area, with enough exhaust, CCTV and with repainted walls, maintained clean, would be better.
BENEFITS:

By having escalators, people won't have to wait for a long time for the elevators to be available. It would be feasible, I think, because of the open space available on every floors in the building. And it's an innovation that might not be commonly seen on schools but worthwhile.
A real designated SMOKING area would give justice to non- smokers as well as to the smokers .
The area of the staircase would be a safer and convenient place to walk through, for those who want to shed extra calories by exerting a little physical activity in opting not to ride the elevator in going up from the parking area. Not every one is fond of taking elevators, in the same way that not everyone, likes to go up using the stairs.
Like in our personal lives, i want to relate the repaintings , improvements and cleanliness in the hidden areas in AGSB structure/ building.
As persons, it is better to be good and clean inside and outside , rather than being "like clean" and good on face value but deep inside, one has hidden bad beings. This is quite timely now that its the Lenten Season, repent and do good...cleaning of the soul (inner self ) is our priority...3.5
